I had a thread awhile back we were talking about that load and someone said in his state 700ftlbs we’re required. Well I ran piles of them through the chronograph this weekend in a 6 inch Anaconda and averaged 1162 with an sd of 14. That is over 700ftlbs
 
I think that state requirement means 700 foot pounds of energy, not the velocity of the bullet.
There may be some ballistic tables that can calculate foot pounds of energy at different velocity levels and I think you need the sectional density of the bullet being used. May also need the ballistic coefficient of the bullet also.
 
and that 700 requirement is at the muzzle. your velocity is a bit down range so your 720 ft lbs at the chrony will be a bit higher at the muzzle.
