I would start at 34-34.5gr & work up to around 38gr.
That should keep you safe but might not get you where you need to be. There is a good chance that you could go higher but I'm not the one shooting it to say. I'm just estamating off from Hodgdons data for a 80gr BTHP.
I would use www.hodgdon.com and the data for the next heavier bullets to establish a baseline, pretty much as kingmt mentioned.
H414/Win760 and Rel-17 do a very good job in the 243, but there are a bunch of powders that will give good velocity, and if you can add accuracy, you're set.
I have tried IMR 3031 with best results at 35.5 grains with the 87 grn vmax. It was an OK load but I could not get the full potential the vmax had to offer. Try a load of 39 to 41 grns of IMR 4350. Or a starting load of 42. grns of IMR4831 working up to 44.5 grns(near max). Both those powders and bullet combo's produce 1/2 moa in my M11 savage and M700 rem. The IMR 3031 load would shoot 1 1/2 inches at 100 yards which is OK but not near what it was with 4831 or 4350 as most groups could be coverd with a dime.
