I have had to change my traditional usage of IMR 4350 powder and CCI primers due to the recent shortages.

I am now getting excellent accuracy with my rifle using the following:

65 grains Reloder 22 powder
Remington 9 1/2 M primers
87 grain Speer spitzer bullets
 
According to the Speer #14 Manual, your 65.0 gr of RL22 is 2.0 gr below the recommended starting load for the Speer 87 gr bullet. You may want to bump it up to 67.0 gr for better proformance. Max load for that bullet is 71.0 gr.
