.277 Wysong Rogue won't chamber

A customer brought me a project. Convert a Herter's U9 to 277 Wysong. The reamer was supplied by PTG and his dies made by Hornady(I think). The cases are sized from GUNWERKS 7mm LRM. The sized case chambers good, but as soon as a bullet is inserted I can't close the bolt without brute force which make a follow up shot really hard. My only thought is to turn the neck .001 or so. the loading of the rounds does not include crimping. PTG is at a lose as the OD of the neck should allow it to close. I have not check the neck for runout.
 
Hard to close bolt

Good evening. Your loaded round may be jamming the bullet into the lands, as in your bullet sticks out too far. Your chamber neck may be too tight for the loaded round. When the bullet is inserted into the case the neck will swell a bit. Color the bullet and the neck of a loaded round with a marker and chamber it. You will see scuff marks where there is an issue. Your case necks are too thick on the formed cases.

They will have to be neck turned, or neck reamed to allow proper chamber clearence to allow the case to expand and cleanly release the bullet.

DO NOT shoot it in that condition as pressure can sky rocket if there is no room for the case to expand and release the bullet.

You have a min clearance chamber reamer.

The case neck has now been turned. Bolt closes nice and easy until I install the extractor. It will not push out of the way easy to snap over the rim. I have polished the plunger and even installed a too weak plunger spring but it still does not want to move. The bevel on the plunger faces in so as to slid on the ramp in the extractor.
