28 ga crimp with STS hulls

I picked up two 28 ga guns for skeet and sporting clays and a couple of cases of 28 STS Rem shells.

When I starded to reload the 28s, the case mouth doesn't want to crimp well. It appears there is no "memory" of the orginal crimp. The pleats are barely visible and the case won't fold corretly.

Is this common with the 28g STS hull? I have never seen this with 10 of thousands of 12 ga hulls.
