It can be. Trim, resize, fireform, final trim. Like any fireforming job, expect splits here and there, and you may need to ream/turn necks dependent upon your choice of brass, and where your neck/shoulder junction ends up.

No the .30-30 is way too small in the head to be safe.

There are a few cases like US made .303 British and the Norma 6.5 Jap that are about .010 smaller than the chamber. These way too small cases usually provide poor case life and head separations.

In the case of the .30-30, it is .020 smaller than the .303 Savage. That is way too small for safety.
Forget .30-30 brass and buy new Prvi brass.

If you had to you can go from 30-30 to 303 Savage but I would anneal the 30-30 cases first then fire-from them. You will probably prevent the neck from splitting that way. If you give it a try please let us know how it works out.

I'm not guessing, my shooting buddy did this a few years back and it worked out well for him in his rifle.

The Savage(that isn't a .303 at all. It's a .308.) has a .442" case at the rim. The .30-30's is .422" at the rim. Like ireload2 says, bad things will happen if you try to fire form that place on the case by 20 thou.
Graf's list Prvi .303 Savage at $54.99 per 100. I have data if you need it.
