I’m looking for something in between a precision delta FMJ flat nose ($.10 per) and the hornady XTP 158 ($.30 per). I was looking at Montana gold but their entire website seems to be out of stock.

Any recommendations for a .357 HP or JSP 158 grain bullet less than $.25? I’d like to load a target and magnum load.

Look into a coated cast bullet. It will do everything you want.
I push them to full 357 velocity with good accuracy. They're also less expensive than jacketed.
If you're looking for a decent inexpensive jacketed bullet. The Speer bullets have served me well. Their FN doesn't open on game as well as an XTP. But it's accurate.
 
Zero Bullets is my suggestion, but looks like they only have 125gr Jacketed in stock. They are about $150 per thousand.
I shoot a ton of the 240 gr JSP in 44 mag and I LOVE them!
I'd keep checking back there for the 158's if you don't find something else first.
 
I've never ordered or tried Zero but I see a lot of 44 Mag folks swear by them.

I often hear from those that order regularly the advice of call them and ask if they have whatever it is you're looking for regardless of what it says on the website. Apparently they don't update it frequently. At worst you can find out when they're doing another run of 158gr .38 cal bullets and at best they might have it and let you place an order right away or possibly a backorder.

Thanks for the responses. I’ll give the zero bullets a try once they get them in stock.
 
IF you can find them, the Sierra 158gr jsp are great bullets. But I think they are currently above .30 cents each. I picked up a thousand on sale three years ago, and wish I'd picked up 10K.

Very accurate in my 6" revolver, from mild .38spcl to near full power .357mag and everything in between. I can easily hit a 6" steel plate at 25 yards while standing, and can do much better from a rest.

Zero makes good stuff, and is well under your price point. I think their consumer site is Rose Distribution or something, but they come up on Grafs and other reloading websites. Alternatively, coated cast bullets are fantastic for range/plinking......MBC has an excellent selection of bullets well under that range that perform just as good as jacketed, and can be pushed just as hard in a .357.
 
Another vote for Missouri coated bullets. I use the 158's and 180 rnfp in my .357 Henry and Blackhawk. They work well.
Another option is T & B bullets in Oregon. Good pricing and free shipping. I use those in my .45 Colt Henry. Excellent bullet[coated also].
 
I like your powder choice. I was at 16.5gr with either jacketed or coated 158.
I've since moved to 180s. I didn't lose much velocity and they seem to carry more impact on target.

Edit: 16.5 is for a 158. Not a 180...

A lot more impact! It's all I shoot thru my Henry. Extremely accurate.
I'm running a Williams foolproof sight. Zeroed at 100 I can hold on the head of a 2/3 ipsc target at 200 and consistently hit it in the solar plexus.
My load is not in the book and it has a lot of H110 using a SRP. It didn't pierce SPP. But it's more accurate with the SRP.
 
I normally buy a bullet from a commercial caster before I'll buy a mold. I have purchased several boxes (100 ea) from Acmw bullets. I have always gotten good, consistent coated bullets from them in a cool wooden box. Good prices, good shipping. Getting old and lazy, I've been buying from them nore lately. I just got a box of 32 cal 100 gr, RN for my 32 Long handloads...
