Something is wrong with the 4" sixgun that only gets 950fps out of 10.0gr Unique.

Well, it's listed as 937 FPS with 10 grains of Unique in the 49th Edition Lyman Handbook. I haven't chronographed it myself since I stopped using Unique years ago. However they get better velocity with H-110 than I get out of my 629 Mountain Gun.
