Can you use .44 Special load data in a .44 Magnum shell?

According to my Hornady reloading manual BLUE DOT in .44 Spec has a minimum load of 6.9gr and a max of 9.0gr when paired with a 240gr bullet.
.44 Mag with BLUE DOT has a minimum load of 11.8gr an a max of 15.0gr when paired with a 240gr bullet.
I imagine this will be safe to load.
Echoing above. I've found that medium loads of Blue Dot burned REALLY dirty. Not just sooty, but whole unburned flakes of powder scattered throughout the gun. There are not any safety issues but when you start getting too light, Blue Dot starts burning really dirty.
