Go with the 9mm. Practice ammo cost are cheaper, and I believe you will have a better selection.

In regards to budget entry level guns. Look at the S&W Sigma (its better than people say, it really is) the Ruger SR9c (the 9c as opposed to the SR9), or a Keltec 9mm.
 
If you want a good full sized 9mm its hard to beat a Ruger SR9. Seventeen round double stack magazine, reasonably light, accurate shooting and good sights. I've put around 800-1000 (lost count) in mine and haven't had a single problem with the gun. It always goes bang when it should and bullets go to where they were aimed.
If you want a smaller pistol the SR9c by Ruger is a good choice. Normal magazine is a 10 rounder but you can also fit the SR9's 17 round magazine if you want capacity more than concealability.
If concealability is most important then the LC9 subcompact is an easily carried 9mm, not all that much larger than the little LCP.
 
Magazine capacity will not make a difference here in those states that have regulated the capacity of a magazine 10 rnds on handguns.

Still makes a difference if your options are 7 or 10.
