550 dumping powder all over the place

Hello, I had to take down my 550 reloader for a week or two to have some electrical work done on my reloading room. When I took off the powder system I laid it down flat on some boxes. When I installed everything back and tried to reload some .357 mag rounds it was dumping all over on the top of the powder bar. I noticed that there is a little hole in the spacer bar. From the dillon diagram, it says a spacer plug is supposed to go in that hole. Could this be my problem of dumping powder all over my lap and the floor?

The spacer bar is held in place with a white dowel pin. If pin is not in place, the spacer bar will move and definitely cause leaks.
