If you're committed to not using your bad/suspect quantity ever, I'd recommend pulling the bullets, because you can certainly use those in reloads, or sell them to someone that reloads for the mosin. The powder can get spread on the lawn to make it greener, and the cases should be soaked in water or fine oil for a few days.

One last thing. As to the difficult extraction. Mosins are notorious for "sticky bolt". Here is a thread that talks about ways to clear that up. (Mostly it involves getting all the fossilized cosmoline out of the chamber.
