The short answer is NO, do not use a slow powder to reduce the powder charge below the recommended charge.
Here is a quote from another site, and it explains what can happen if conditions are met to cause a delayed detonation.
There are powders that can be used in reduced loads. www.hodgdon.com has information on their site for using H4895 for youth loads. The results have reduced recoil and muzzle blast, but still viable for hunting. It is under youth loads on the initial page. It's a pdf file.

Another thing that can happen with reduced loads is when the primer flash goes the entire length of a cartridge that is loaded with slow burning powder, they coat the grains of powder to retard quick ignition....the flash just partially ignites the powder, just enough to kick the bullet into the rifling...then the rest of the powder kicks off with an obstuction in the bore...KaBoom! Pipe Bomb!
