I built my 80% for my SBR because of legalities in shipping around the lower for engraving. Did it all before the mill out and after an afternoon of work had my legal serialized form 1 SBR. The cool part for me is that it only has my markings on it.
As to the OP, any good router should work if you're careful. I used a grizzly mill, which is like a glorified drill press, and it did great. I think a router may actually be a better finish though if you have a steady hand. You want a sharp cutter for sure...
