I was wondering what the law was on building a gun such as an AR during the ban that was a preban reciever? Did the bayonet lug and magazine restrictions apply? Speaking of which, what exactly was the magazine restriction? I was under the impression that the gun couldnt be sold with a hi cap mag, but could one ever be put in it to shoot it? Thanks for the replies.

If the lower was a preban it was "ok" to build them in a preban configuration. It was actually kind of a grey area, because if the lower receiver made prior to 9/13/94 was not actually assembled into "assault weapon" configuration before that date it technically had to be made under post ban configuration. A post ban firearm could be sold with a high capacity magazine, as long as said magazine was made before 9/13/94. It was also legal to shoot hi cap preban mags in post ban guns. The definition of the Large Capacity Ammunition Feeding Device as it was called, was any magazine over 10 rds. excluding tubular mag. .22's.

And in the whole big picture it did absolutely nothing to prevent murder, mayhem, or the pursuit of violence by those so inclined.

If you now own a US made post ban firearm you may now convert it to 'pre-ban' or 'after-ban' configuration.
If you own a foreign made post ban firearm it can be converted if you use enough US made parts to make the rifle section 922 compliant.

If there are no US made parts available to convert the rifle, an example would be the Steyr AUG, you cannot legally convert the 'post ban' rifle to a 'pre-ban' configuration.
