I loaded a dozen 9mm with 5.6grns of BE-86 and a Berry's 115grn flat point bullet. they have a COAL of 1.030. How is my COAL?

Why did you choose that OAL? It sounds short to me too?

I usually load the cartridge as long as possible within SAAMI limits to where the rounds will reliably load in my pistol. Let your barrel be your guide, especially when developing a new load.

You shouldn't have to load that bullet any shorter than 1.06", with most pistols accommodating a bit longer. Alliant load data indicates starting charge in the range of 5.5-5.6gr, so you're reasonable there, but seating the bullet as deeply as you have will increase pressures into more of a mid-range load.
