9mm vs .40 Pricing

I've been looking to buy a Glock pistol (which would be my first handgun). I've noticed that I can reasonably pick up a used 40S&W Glock police model. However, ammo cost must be a consideration. I know that 9mm ammo is the cheapest and most widely available by case, but I don't know if I can find a G17 for the same price I can get a used police model for. Which would you recommend for cost of gun and cost of ammo? And where can I get ammo in bulk?
