I guess the safety valve is that if your false statement (for or against) sticks, it is going to hit a court.
Then it is perjury and very well punishable indeed.
Again, not the big deal assault on rights it appears to be, as long as mere accusations against officers are not given punative capability without sworn affirmation by the accuser and a test in court.
Similarly of course, mere accusations BY law enforcement should not be actionable without a real good, sworn, actionable if demonstrably false, prior look-see as well.
