It doesn’t look like my Speer #14 either, but he does quote Speer data in the text below the video and it agrees with the data shown at 3:27. Also, the table at 3:27 in the video specs a Speer Part No. 4203 bullet. Was your Speer manual printed after the video was posted in Jun 2016? My #14 3rd Edition was printed in 2009 and agrees with the data shown in the video. I wouldn’t be surprised by a change in format.
