Note that from what I've heard it seems they don't want to label this "random" because it's a "nice" area.  God forbid random violence spills into the "nice" areas, got to keep the people from realizing the world isn't a pretty happy little rose garden.

Not enough facts. We don't know if the victim was jumped, mugged, got into an argument, had warning, etc. We only know he was found shot.
 
Not enough information to judge either way. We don't know if he was situationally aware, with a willingness to use deadly force against another. It may have been an unforseeable surprise. In either of those cases, the presence of gun in his possession may not have changed the outcome.
 
I have to agree with the others, not really enough information to make a sound choice. and what was listed didn't really sound like having a ccw would have helped him to begin with.
 
Man Shot While Changing Tire In Parkville

A 27 year old man was shot in the back while changing a tire in front of his apartment this morning in the Parkville area.

Baltimore County Police say it happened just before 6am in the unit block of Shawnee Court off Old Harford Road.

Police say the victim was flown from the scene and is listed in serious but stable condition.

Police do not believe this was a random shooting but cannot confirm that the two men new each other.

The suspect remains at large.

Baltimore County Police Corporal Michael Hill says police are not releasing the victim's identity until they can learn more about the shooting.

Shot in the back while changing a tire. Somebody covering him would have helped. A firearm on his person would have been useless. There really isn't much you can do about being ambushed and shot in the back. Even if he saw it coming, the chance he could have deployed his weapon is a pretty tiny, minuscule one. The article implies he knew his assailant. Probably had little or no warning.

Effective self defense is much more then possession of a firearm. And sometimes you can do everything right and still die. You can't spend your life in the company of a rifle squad so you can cover each other all the time.

Yeah, not much you can do about being shot in the back, except being aware enough not to leave yourself exposed in the first place.

Sorry, but there are some things that simply put you in a bad position. Please explain to me how you change a flat tire without exposing your back to a possible threat. Some tasks require you to pay attention to what you are doing and let your guard down some. If you were a member of an Infantry rifle squad your squad could set up a perimeter around you to protect you while you were vulnerable. Unfortunately, most of us don't live our lives that way. When was the last time you had someone guard the bathroom door while you were in the shower? Do you have your family stand watch during the night so you aren't attacked while asleep? Sounds rather silly doesn't it? But measures like those are the only way you can be reasonably certain you will never be taken by surprise. Sometimes bad things just happen.

i guess i was using too much from what i saw on the news. Seemed that he was confronted, and had time to start running away before being shot. Led me to believe he had reason to fear for his life. But you're all right, the article I posted doesn't have enough info whatsoever.

Jeff - Ease up. I don't see why what I said required that sort of response. I'm not saying that being more aware would have prevented the situation, but I can tell you that it probably would have helped. You seem to think that I'm asserting that awareness = ability to totally avoid being shot in the back, which is not what I said at all.

I obviously misunderstood your post. There are a lot of people who think that they can be 100% aware 100% of the time. It's posted in S&T all the time. I was just pointing out that it's actually physically impossible to be 100% aware 100% of the time. No dig was intended. My apologies.

agreed there isnt enough info.

If he was shot in the back while trying to run away, the yes, it may have helped, as he obviously would have know someone was there, and trying to hurt him. But, if someone just snuck up, or fired from a distance where he could not have know they were there, while i nthe actual process of changing the tire, he was screwed, as he never had a chance to know there was a possible threat.
