During the early to mid 90s I charged $10 in a brick and mortar shop. Today a friend of mine charges $25 and generally does mine free but I also support his business. I have not read a Shotgun News in a few decades but that publication and others listed FFL holders who would do transfers and their price. Some days my friend comments he would love to do nothing but transfers at $25 a pop.
Anyway if you wanted to engage solely in transfers I don't see why not. Just maintain your book in accordance with applicable rules and regulations and pay the license cost and whatever is now required.
