I know, this is not a forum for legal advice....but I would appreciate ideas of things that may be done, avenues that might be pursued.
Acquaintance's son ("Jimmy") was involved in a 3-way love triangle (mistake 1). While she was at the house, she stole jewelry from the mother, enough to make it a felony. The girl's other boyfriend ("Bobby") returned most of it, but it is on report, and the most valuable items are still in police custody.
After this, Bobby had the girl drive Jimmy to meet Bobby to get her cell phone. While en route, Bobby called and had them go to his place out in the country for this transfer instead of someplace more public (second big mistake). When they arrived at Bobby's place, he had them go to the end of the lane. When Jimmy got out of the car, Bobby shot him with an AK-style rifle at about 30 ft. Jimmy was unarmed, although when the police showed up the girl gave them a pocket knife and said that Jimmy had it in his hand. We believe it was a setup, as threats had been given prior to this.
Ribs broken on entry and exit, lung collapsed, narrowly missed his heart. He has been in and out of the hospital since then, no money, no insurance, his mother has little money. It has been quite an ordeal, this kid has been fighting for his life.
The shooter is still out loose, no investigation is going on, and there does not appear to be any movement towards an investigation. When the mother called the county DA, the DA acted like there was little chance anything would be pursued. When she asked how it could be considered self-defense (what Bobby claims was the case, to explain why he shot him) when Bobby had a rifle, Jimmy was unarmed, and he was 30 ft away when he was shot. The DA simply said that in that county they have their own rules.
This is in a rural county, and the shooter's family owns much of the county and is politically very powerful in that county.
The girl was the only other witness, and her statement to the police was wishy washy. The girl is very afraid of Bobby, the shooter.
How can this be called self defense, at 30 ft, the guy was armed with a rifle, and the victim, even if he really did have the pocketknife, only had a small pocket knife?
Where else might the mother turn to get this investigated if the county DA is not interested? It looks like the DA is bought and paid for by the ruling powers in the county.
