Actions for Custom Build?

In many cases the best way is to buy a "donor rifle." That is a rifle that you are essentially going to cannibalize for parts for your build. Most times the donor is taken for just the action and the rest (bolt, barrel, etc) are replaced with aftermarket parts. I planned a .308 build around a Stevens 200 action but a few other projects came up first that I wanted to get done.
 
Actually, what I had in mind is to build was something like this.

Unless you want to pay for a $200 stamp, best to buy an undesignated action for a pistol build. For Savage actions, talk to Jim Briggs at NSS. If you are going to build off of a Rem 700 action, Brownells and Midway carry them. Don't leave the Rem Model 7 actions out of the mix, and I just read that CZ is going to start selling bare 527 actions (mini-Mausers). Jerking the Trigger had a post about it.

4473 designates a barreled action as "other".
Just like AR lowers, and PGO smooth bore firearms that expell shotshells(they aren't really shotguns).
 
It will save you lots of potential trouble with the ATF, and 10 years in Club Fed if you buy an action (barrelled or not) direct from the factory, and have them include some proof it was never in a stock. Then you won't have to involve the ATF at all. IF you build from a barrelled action that has ever been in a stock, you will be filling out Form 4, and paying the tax, (Whether $200 SBR or $5 AOW, I'm not positive) or you will be commiting a Federal felony.

If you buy an unbarrelled, say Mauser large ring, action from Joe Schmoe at a gun show, you will have a heckuva time proving to the ATF it was never on a rifle. (because you can't) OR from a shop, unless the shop has it and a letter of proof to go with it.

Back in the 80s Les Baer built XP-100s into pretty much what you want. Used to outshoot the rifle crowd at matches, which didn't make them too happy. Les has shown me a couple of them and they are impressive. So are the one hole groups at 200 yards they shot. I'm talking TEN shot groups. I think he re-barreled them to .222 Rem. He might have one in the original .221 Fireball. The longest barrel I saw was about 14". No problems with the ATF because they were pistols to begin with.

Now, if one could only FIND an XP-100 for sale.....
