Pack them securely so they don't move away inside the box, swaddle it in packing tape to keep it from breaking open, and mail them to yourself.
It will be less expensive than paying the Excess Luggage fee.

I've flown with bullets TONS of times. The very best way to do it without causing issues is to put them in your carry on. Put them in an outside pocket or somewhere that is very easy to access. They WILL search whatever bag you put them in. The reason is because the lead with obscure everything else in the bag. So, we often just put the bullets in a tray of their own when going through the metal detectors. This keeps them from searching the bag and makes them more at ease when dealing with them. They will want to open the box to see what they are, but once they realize they aren't loaded rounds and that you have no way to use them as ammo, they will let you through.

In spite of what a person on the phone says, many airport representatives and TSA will not know the difference between 'bullets' (inert bits of metal) and 'live ammunition' (which really isn't much of a hazard anyway). I'd mail them.

You can check even loaded ammunition if you wanted to. Would make sense to them if you are traveling with a firearm.

just imagine a 1000 147g spilled all over the baggage handling, baggage belt... what a crazy mess that would beIf by chance they open the box to look, there is no way they will seal it up to hold. When you get to your destination you will have bullets throughout your bag.
