Ammo orders to NYC?

A question for fellow New Yorkers - do you have any idea why some (not all) of the online stores have "no ammo sales to NYC" policy?
I think I looked through the local gun law and couldn't see any prohibition on mail ordering ammo. My local range (FFL holder) wasn't aware of such a law either.
I can only think that those stores are just afraid of being taken to court by NYC if they happen to sell ammo to someone without NYC rifle or pistol license (which is prohibited). Makes sense or am I missing something here?

That's just about right. Some on-line ammo dealers got caught in the Mass AG's sting a few months back. Some of them won't sell to places like People's Demokratic Repuplik of ILL-inois, either or PDR of California.

If you look at the website of some of the dealers like Cheaper than Dirt, Ammoman, etc, they clearly state on their homepages the places where they won't sell.
