Ammunition Question

Say I had some Federal Value Pack ammo (12G, 3 DRAM eq, 1/8oz shot, 8 shot ~ you know, the Wal-Mart stuff). But they are 2 3/4" shells.

The shotgun is a Topper model 98 and the barrel says 3" and a Modified choke.

Is it safe to shoot that 2 3/4" ammunition out of that barrel?
 
3" or shorter - but definitely not longer.

And in a light weight single shot, I doubt you'll want to shoot any (hard kicking) 3" load I know of very much...
 
I fired a Topper that was chambered for 3 1/2 shells. I don't figure to repeat that action any time soon.
