another ar-15 question

sorry guys, i just really dont know much about these. i really would like to get one before they ban them, which will probably be for good this time. i was just at ar15.com. i was looking at the differences between pre and post ban configurations. according to the article, a post ban can only legally have 2 of the following.
*detachable magazine (which they all have)
*pistol grip (90% have)
*threaded barrel/flash hider
*collapsable stock (at least 60% have)
*bayonette lug
*grenade launcher

i see many ar's listed for sale that have pistol grip, detachable magazines, and a colapsable stock, and it looks like many have a threaded barrel (removable flash hider). what gives? is the article out of date? or is this just no longer in effect because the ban ran out?? in reality, what do i need to know for legal requirements? i live in michigan, if that makes a difference. i am not really interested in a grenade launcher, but the threaded barrel would really be nice (to change flash hider/muzzle brake/ and if i ever move from mich, a supressor. thanx.

also, is there a decent price difference between building a kit and just buying a complete rifle. and where can i buy a complete kit? thanx again.

As far as Federal laws its out of date. DURING the bad you couldn't buy/assemble one with more then a couple "evil" features. I keep hearing of some states trying to stick in their own similar restrictions. Other then New Jersey, Kalif, IL I have not heard of any sucess. (and honestly I don't know the length of their restrictions because I avoid them like the plague)

Yep I would stay away from mouting a gernade launcher. I have read there is a 37mm? flare launcher you can mount that looks similar to the 40mm
Most likely they ment the thinner band on barrel where the launcher would clamp. (personally I dislike that "step down" in barrel.)

Regards kits. Are you familliar with the ARs? Putting together a lower is not bad but I hesitate to attempt a upper myself (unless I have someone who has done it/has the few tools) to supervise.
If its your first one and you don't have a friend/smith who will assist you for reasonable (read dirt cheap) rates. Buy a complete upper if not complete gun. It may take a while to get it nowdays. Remember the lower receiver is the "gun" so it needs to go thru FFL. Everything else you can have sent to your house. As far as brands. Most all name brand are good. Hesse is only one I would walk away from even if dirt cheap.
Check the used market. As April gets closer folks realize they NEED some cash to help those on welfare (IRS) If you have funds handy and watch for sale area online. (arf.com, Glocktalk.com, etc) you see some nice Ars many with low rd counts. Possibly in local area (so you can look it over) IF FTF sales are allowed in MI you can save shipping/FFL fees.

Kits are still hard to come by these days. If you can find a complete AR (besides Olympic, Blackthorn, Hesse, Vulcan, etc.) for $1,000 or under in decent shape, it's probably not too bad of a deal. There's the occasional $750-$800 deal out there but they're rare (at least down here in TX) Most AR's just run. Can't hardly go wrong with DPMS, Bushmaster, Colt, CMMG, LMT, Rock River Arms, Fulton (if you can find one), and a few others.

I'm sure that there's someone in your area with the tools to put a kit together.
