Disclaimer: I'm not a lawyer, and as Tom488 points out, fallible once in a blue.
NJ law does not allow even family members to transfer firearms, even between parent & kids or spouses, so there's no lawful method of "gifting" a handgun that I know of for NJ residents. Also, Federal law governs the transfer of handguns between residents of different states, and basically has prohibited the opportunity for you to leave NJ, go to America and take possession of a handgun, even using an FFL. The American FFL must transfer to an NJ FFL, and you'd then do the deal in NJ.
The only exception that *might* exist concerns someone from out of state leaving you a handgun in their will, but I never took the time to parse that section of the state & federal laws, you need to reality check that with an NJ gun lawyer.
So, to sum up: If you're an NJ resident, the opportunities to legally obtain a handgun out of state are either nonexistent or exotic, consult your NJ gun lawyer.
If you're not an NJ resident, but are moving into NJ, (don't!!!) you can take NJ legal firearms in with you without FID or registration.
and then you're given a 2nd pistol (i.e., gift from family, inheritance) or legally acquire it outside NJ,
