I put this in Rally Points because we'd have to get a group of guys together for this. Please move if necessary...

I contacted the Chief Deputy of the Everett Police Dept. about handgun safety classes or concealed carry seminars/classes. His response followed suit with his last response to my open carry question; very well thought out and articulate. I want to share his response, in part, in case there are enough of you close enough set up a meeting with a rep from the PD (See the concealed carry part at the end):

I think there have been times in the past (before my time) where the police department was involved in some gun safety classes that were run at our police range. I’m not sure why those were eliminated. I know that in Washington there are some requirements that government can’t or shouldn’t compete with private business, so it could be that some business was also offering those (a private gun range or gun club) and it was viewed as competing.

I don’t know if that would be the case now. However, our current problem would be the significant restrictions we now run our gun range under. A number of years ago a residential development went in behind our gun range and we have been the subject of frequent complaints ever since. We continue to try and be good neighbors, and we have placed significant restrictions on the operation of our gun range since then in order to reduce noise. One of those is that we no longer allow outside agencies, gun clubs, or other organizations to use the range.

With that said I’m not sure that Everett PD is well suited for offering gun safety classes. I usually refer people to the NRA website under their “Find a Course” tab. The NRA has some excellent courses in home firearm safety, basic shooting, and personal protection[...]

In regards to the concealed carry training, we haven’t considered that but if there were some group or organization that wanted us to speak to it we would be happy to do so. That is not something that would have to go through our city council. We would simply want to be assured that the group was large enough that it justified our overtime expense, that the group was made up of Everett residents (largely), and that we were able to complete the training in one session.
