I had my CCW in north Carolina. It expires in 2016. However I changed state residence to Wisconsin in 2012. The Wisconsin CCW application asks for proof of training. One of the acceptable forms of proof is a copy of a CCW license from another state. The Wisconsin form DJ-LE-289 is the Out-of-state License Affirmation form. This form asks the applicant to complete one of two statements.

1. I am currently licensed to carry a firearm in the state of _______ and my license from that state has not been revoked for cause.....

or

2. From ________(starting year) to ______(ending year) I was previously licensed to carry a firearm in the state of _______ and my license from that state has never been revoked for cause.....

My question is this. Did my CCW become invalid when I changed residence to WI? So I would fill in #2 above? Or is it still considered valid (expires 2016) and I would then fill in #1 above.

Any thoughts?

I'm no lawyer but.....

I'm no JD or legal beagle but if you changed residency, I think your former state CCW becomes no longer valid.
Did you obtain a new WI driver's license and DMV reg, proof of resident(home, apt, dwelling)?
The site www.handgunlaw.us may help. I'm not a WI resident but I don't think they have complicated CCW laws. I don't think WI allows open carry either but I may be wrong.

My state CCW is now valid for about 6 more years. I don't plan on moving but if I did, I don't think it would count or be considered a "non resident" CCW where I relocated.
 
Depends on the state. Florida, for example, does not discriminate between resident or non resident permits. One size fits all. Move out and it's still valid. Get one as a non-resident and move in and you're already set. So the issuing state law is what counts. I am sure there are many differences between them.

From a practical standpoint (being a Wisconsin resident and CCW holder), it really makes no difference. Ink one or the other square and don't think twice about it. You've held (or hold) a permit issued elsewhere. That's all they care about. Wisconsin's "training" requirement is pretty weak. Almost anything will suffice and they are not looking to make a mountain out of a molehill. And welcome to The Badger State!

CCW in WI

Do they allow you to ask a state "official" (employee) re: completion of the application ? If not, they should.

Otherwise, with the info furnished, I'd mark # 1 .
 
NC does not issue non-res permits, so unless you can produce a valid NC driver's license, your permit is invalid, even though its not expired...

I would fill out #2, saying you could carry from 2011 to 2012, and attach a copy of your permit, which expires in 2016. Of course, if you did a renewal on 2011, I would put 2006 or whenever you first got it.

I second the motion of getting a FL permit so that, chances are, you're covered. I plan on getting mine in the event that I have a renewal SNAFU five years from now like I did recently.

You have two different issues:

1. Do you CURRENTLY have a CCW license from North Carolina? Yes, you do. And a check with North Carolina would confirm that.

2. Can you legally carry on your North Carolina CCW now that you live in Wisconsin? Probably not.
 
Not to hijack the OP, but another consideration regarding FL is that they waive the training requirement for vets, and accept a DD214 with the application.
 
CCW

I filled out #1. Received my permit today. So either it was correct or it did not matter #1 or #2.

Note. Go Pack Go!!!! At Packer/Bear game Sunday night...........Bear fans departed at half time.....Packer fans stayed.......Kind-of-sort-of feel bad for Bears fans...maybe .........sort of......
