ar-15 80% finished receiver question

My friend and I are thinking of making BATF approved 80% finished receivers out of mil-spec forgings to sell to the general public. We looked at what is out there and we think we can make a better 80% receiver. Our goal is to have people finish the last 20% with just hand tools and maybe a drill press - no need to get expensive and exotic taps. Is there a market for this type of a receiver? How about price points? My friend manages his father-in-laws CNC machine shop and they both like guns :) Any comments are welcome.
 
depends. Only reason I would want them would be to get a price break but the ones like that I've seen sell on arfcom have been sold at a premium (like 2x going rate for normal stripped lowers) just cause people don't want to do paperwork. That seems retarded to me
