I follow the methods of SSN Vet and RainDodger. If a primer seats lightly, it is marked with a sharpie to indicate "do not reload". If the primer can be pushed out easily with a depriming rod, by hand, it stays out. I use an RCBS primer pocket swager which seems to do very well. Also, it can be used to salvage cases with loose primer pockets. It is set up to pop the press ram over center, possibly several times. Note that this is press abuse and should only be tried with a sturdy iron "O" frame press. I used this method to salvage a bag of 100 brand new Winchester .223 cases that had excessively loose pockets. Now if I buy new brass it is Hornady.
