if i buy a complete ar upper and lower will that make a fully functional firearm?
 
Yes. A complete upper receiver mated to a complete lower receiver gives a complete firearm. The lower receiver is the part with the serial number and is treated as any firearm.
 
is there any site you guys know of that lists what types will go will each other?
 
Most of the time. Make sure you have a bolt and CH with it. Some uppers don't come with them...some do.
 
The pin sizes between makes are the same except for Colt which uses a larger pin. Despite this, there is an adaptor.
 
Remember what Ed said, most places charge extra for a bolt and carrier. I think it's always included with Rock River Arms as one of the few examples. My opinion is buy a good lower, DPMS, Bushmaster, Rock River, etc., put a good trigger in it, then you can put any upper you want on it.

I've got a DPMS lower with Ace stock, for uppers I currently have a .50 Beowulf from Alexander Arms and a custom 6x45 built by Teppu Jutsu. Both uppers pin right on with no problems whatsoever.

From my somewhat limited AR experience the Rock River has the best stock trigger. But you can buy a drop in match grade McCormick trigger for about $140 and it will fit any lower (except maybe the commercial Colt).

I could have brought it in under $680 if I'd purchased a used A1 or A2 stock w/ buffer/tube/spring. Basically, even using all brand-new parts, I get exactly the variant I want (which nobody makes stock), and it still cost me a fair bit less than a stock M4gery.

Stag Arms makes lowers for CMT and RRA, and also sells under their "house brand." Word on the board seems to indicate that they're a good deal. And at the price that EagleArms sells them for, it's cheaper than buying a stripped+partskit from other folks. It seems to be becoming a trend these days that building from a partskit on a stripped lower isn't as cost effective as it once was.
