Where are there no 2-piece low-profile gas blocks available for the AR? This makes it impossible to have an extended free-float handguard and a 14.5" pinned comp barrel.
I have seen YHM's Specter, but the Specter is very high-profile for a low-profile block. It will not fit under many quad rail systems, mine included.
Why does this product not exist? If I am wrong, please correct me.

There's a good number of low-pro gas blocks that will fit under a rail and be compatible with a 14.5 barrel + pinned muzzle device. Why bother with a two piece when that's only one more part to worry about? The real debate here is "pinned gasblock vs. set screws."

Here's a factory-built Daniel Defense midlength upper using their pinned low-pro gasblock on a 14.5" hammer forged lightweight barrel, pinned Phantom and the DD Lite 12" rail.

Yankee Hill Specter is a 2 piece all steel gas block designed to fit under free floaters when using a pinned brake.
I mentioned the Specter in the OP. I need something lower-profile. Thank you, anyway :)

I know there are plenty of gas blocks that will fit under my quad rail, but the issue is getting it onto the barrel. 1-piece gas blocks won't fit over my pinned brake.

At 1.5" diameter the Specter is one of the smallest, if not the smallest diameter, two piece blocks I know of.
If you really need something smaller you must be using an odd size floater handguard.
You could mill off the corners of the Specter right up to the screw through holes, install it and align it, then TiG weld the block at the points of contact.
That should give you a block of around 1 1/6" diameter.
If you need smaller than that you may want to consider another free float handguard!

How did you get the old gas block off? I'm guessing it probably wasn't a two piece. By the time you've done all the cutting, grinding and cussing to make this gas block swap work, you probably would have been better off having someone with the means to do so remove and reinstall your brake for you.

I was kind of thinking along the same lines, just cut the pinned brake off, install a dedicated gas block that works and reinstall a new brake,,,

I'm using a Vltor VIS-2, which has a clearance of just over 1". Darn.

This is a new barrel I'm installing here, so it never had a block on it. You're probably right about the brake. Thank you.

if you cut the top off of a standard a2 front sight it gets pretty darn low, trim the bayo lug off and it is one of the smallest and will be taper pinned on. I measured on my DSA barrel and just cutting off the top will set the gas block at 1.206 inches and 1.3035 at the highest point

BCM and DD both use pinned low pro gas blocks.

With Colts, like the 6920, I just send the upper to ADCO and have them mill off the front sight for a 13" Larue rifle length rail, cut the barrel down to 14.5", and install a PWS 556 flash comp pinned in place.

In fact I have a rifle about due for such a service/upgrade this spring.

Assuming you are talking about a clamp-on block?

Because there has to be some place for the clamp screws to go on the top & bottom?
That makes them bigger then a pinned on gas block needs to be.

It sounds like you just need to buy a YHM quad rail with the gas block. Problem solved. Also research your parts *before* you drop the money on them.

14.5" barrels are never a cheap proposition due to the need to pin the muzzle device to be legal without the SBR paperwork.

If the VLTOR rail is to be installed on an already pinned upper, there's nothing for it but to bite the bullet and perform the work needed. ADCO can do it if it's more than you can tackle on your own
