Welllllll . . I would suggest they go to Miami, where, according to Police Chief Timoney, you can get an AK47 for less than $200 on the street.

Or you could talk to some folks in Africa or the middle east and get some kalashnikovs for under $100.
 
Lol, I love how this thread won't die.

Personally, the idea I like best so far is to use the money to set up a machine shop and start cranking out something like an improved Sten as the standard weapon for everybody, maybe a sporter stock semi-auto version for the police and a full-auto pistol-grip model for the military. That keeps the money in the country, builds up local expertise, heck they could even export them and they money they save can go toward limited purchase of more specialized weapons for other uses.
 
Officers get XD pistols in 9mm or .45acp (about $400)

Troops get Stevens bolt actions in .223 and a fixed four power scope ($250 plus $150 for a scope)

Squad automatic riflemen get select fire Mini-14's (have no idea about price)

All ammo is comercially available, firearms are from manufacturers, not governments, all are versatile enough to serve double duty, urban and rural areas.
