Challenging the Order
Public outrage or Congressional pressure are probably the most effective, but there is a legal avenue for seeking review of an order. Anyone in that command can challenge the order as illegal without risking court-martial (or Article 15 punishment) by filing a Complaint of Wrong under Article 138 UCMJ. As other posters have noted, it may not be a career enhancing move politically, but plenty of folks are in a position where politics at that level don't impact their advancement...just don't expect any career officers to do it.
