Arsenal SAM7R-66

I'm looking to get this AK, but was wondering about the handguards. The SAM7R-66 comes with a quad rail, bit was wondering if I would also be able to install SAM7R-61 handguards on it if I chose to in the future. Are the two rifles the exact same thing besides the quad rail?

I think the swap is possible. KVAR has parts.
