Well this is excellent news.

Now if LEO get a call they can:

A. respond cautiously but respectful of the person's rights because they are not listed to have legal handgun threats, or
B. respond extremely paranoid because there is multiple known handgun threats someone paid over $100 to register, be fingerprinted, have a background check done, and ask permission to own!

Lawrence said he asked Carol Stevens, the county attorney, if a local law could mandate renewal, and she told him it could be done.

“I think we should pass the local law, mandate them, and get rid of these paper products,” said Lewis.

Translated:

"People in this state cannot even touch a pistol unless we say so. They will do whatever the hell we tell them is required or they won't legally own a gun!
If they fail to renew as we mandate we already have them registered and know where they live, and so if they own one outside of those boundaries we will charge them with a felony."
 
Keep an eye on California. They are the official test bed for socialism and things that "work" in their eyes will be pushed on the rest of the nation.
It's unfortunate because it's a beautiful place but I would never live there.

CA is already on it.
No permit/license needed to own/possess a firearm.

CA Penal Code 12026
(b) No permit or license to purchase, own, possess, keep, or carry, either openly or concealed, shall be required of any citizen of the United States or legal resident over the age of 18 years who resides or is temporarily within this state, and who is not within the excepted classes prescribed by Section 12021 or 12021.1 of this code or Section 8100 or 8103 of the Welfare and Institutions Code, to purchase, own, possess, keep, or carry, either openly or concealed, a pistol, revolver, or other firearm capable of being concealed upon the person within the citizen's or legal resident's place of residence, place of business, or on private property owned or lawfully possessed by the citizen or legal resident.
 
If an emergency call was received requiring an officer to be dispatched to a residence, Seeley said, a quick address search using Gun Keeper would list any potential firearm threats that may be present at the location.

hehehe... lets see the reaction of a LEO when they go to a house with 0-gun threat and find a hell of bullets because the 5 criminals inside the house didn't care about permits because they are criminals?

then what....? call swat? or run to the closest house with 30+ guns to protect himself?

Contrast that with 12801 b....

b) No person shall do either of the following:

Not a permit or a license... just a certificate.
 
Quiet, read that again. I'm tired and didn't read it properly, it's just saying that you don't need a permit or license to carry on your own property.
 
Rshooter ... sometimes you have to watch carefully for the little "sarcasm" light to come on at the bottom of your screen...

Yes, you certainly need to watch for that light. Officers'Wife has caught me before, but I don't think my light was working at the time.:D

You don't need it to own/possess, just need it to purchase.
The test for the HSC is 30 multiple choice questions and most people can take it drunk & pass it.
Also, there are exemptions to the HSC. So, some people do not need to ever get one.

The HSC is a minor speed bump compared to other states which requires you to get a handgun license, which requires fingerprints/background check.

No permit is needed to possess in a place where you can legally have a firearm.

A permit is required, in order to legally conceal carry.
