I said for 50 years, at least I don’t have to deal with bans. I have my FOID and deal with all the other limits and restrictions in my home state. Now this is working it's way through our legislature.
Many say they will not comply with such laws. I will not ignore this if it happens. There’s not much one can do except register them individually with the state police, get rid of them within the allotted time or move out of state.
Is it legal to transfer them out of state and secure them elsewhere?

The question has to be framed more precisely. By "transfer" do you mean giving them to someone else, or merely storing them out of state?

If one moves them to a free state, to a relative or friend, and secures them in a safe only the owner can access. What other options are there, if any?

That would be a real win for the other side. Ban a few of them and when one breaks the law, take not only all of the ones they have but a little freedom and some cash as well…

The bill is still working it’s way through the legislature, so it’s subject to change. Therefore, there’s no way to answer this yet.
