OK, you made it sound like your dealer just takes a completed 4473 without section D filled out, runs a background check on you, and then keeps it for 30 days in case you transfer a firearm through them.

But you’re saying you do it specifically in conjunction with a transfer, you just do it before the gun comes in?

Neither of those are things we’d do at any of the shops where I’ve worked, but I can’t specifically find anything that says it’s not allowed. Maybe @dogtown tom will chime in with more info.
Any dealer who runs an FBI NICS check when the firearm is not in his possession is violating the terms and conditions of his NICS access.
In short, he's an idiot.

The buyer can fill it out and sign the form........but if the dealer does not know whether its a handgun, long gun or other he cannot proceed to the FBI NICS check.
That pretty much blows up the idea of keeping a form on file for 30 days and then deciding at the whim of the buyer what gun gets listed on the Form 4473.
 
That is what I do. Most of my stuff is done online. I go in to FFL to get him to email his signed copy and fill out and sign the 4473 then. If I get delayed, 3 business days later I get the gun. As long as the transfer happens within 30 days, we are good. Plus only $10. per gun.
