Greetings.

For the Longest time, I have been interested in designing and manufacturing a firearm. I have friends/aquaintances(Spelling?) who have successfully/legally created Suppressors, SBRs, etc. They all submitted the paperwork, and paid the neccessary $200 Tax.

My main problem is that I am not interested in making a Class III/Title II weapon or Silencer; I only wish to make a Bolt-Action Rifle based on a Heavily-Modified Lee-Enfield or MAS action, and I don't know if
A. I need to play the $200 Tax for making it
B. If it's provided for by BATFE Form 1.

Any Help I can get would be greatly appreciated.

I'm confused. Why are you throwing in this stuff about suppressors and the like?

Do you wish to become an SOT so that you can manufacture non-NFA firearms for resale? Becoming an FFL so that you can become a gunsmith? Just banjoing something you have but keeping it a Title I weapon?:confused:

Is this weapon that you speak of Title I or II?

Please clarify for us.
 
You need no license to make a title 1 firearm for yourself rer fed law. Check you state laws

As far as the feds are concerned, the Lee-Enfield or MAS action *is* the firearm. Sounds like you're really modifying a firearm, as opposed to making a firearm.

Sounds to me like he is essentially talking about sporterizing a military rifle, or, rather, building a custom rifle on a military action. No ATF involvement beyond his purchasing the receiver (or rifle) to begin working on.

I plan on making my action from scratch, but drawing the basis of it from either a SMLE's design, or MAS-36's. Sorry for not being more straightforward about this.

Because I realize that THEY are provided for on Form 1s, But I'm unsure about the application for a Title I firearm (as well as the need for such an Ungodly High Tax)

If you're just building yourself a rifle, and it's not a short barrel or supressed (for which you'd have to file and get the $200 tax stamp), you have nothing to file. You don't need to pay any taxes on a gun you build for yourself.
