background check question

In TN, can an individual run a background check on another person prior to a gun sale without being in possession of a FFL? If so then how is it done?

In lieu of doing that, what keeps me from going to my local sherrif's dept and doing a background check for any felonies? That costs 5 bucks and is typically done by employers who own businesses that sell beer on employees checking for alchohol convictions.
 
In Maryland the State Police will do it for I think $10. I went through the process when I purchased a 1911 from a friend. MD law requires the check for private transfers and we both have high level clearances and didn't want to mess those up.

Here in TN you can actually go on line and do it, cost is 29.95 I think. I've decided I'm going to start doing it on employees when I hire them although Tenn requires me to register them (takes up to 6 months with them).
