barrel for the encore or new rifle

I've been asking alot of questions about presicion shooting you guys have been most helpfull. I've read alot of other posts about the savage 10fp, rem 700 vsx, tikka, etc. what i was thinking about doing do to budget reasons was buying a .308 barrel for my TC encore and buying a descent leupold scope to mount on it. my question is how well do yous think the the encore platform would measure up against the bolt actions listed above. remember my capablilities at long range are not even close to what these rifles can do. on an average good day in the desert i shoot about 1 1/2 moa-2 moa at about 300-400 yards. i can do a whole new rifle but i wanna get to practising this spring and a new rifle w/scope wont happen till probably next spring if i'm not deployed.

i did find this rifle rem m 700 for a surprisingly affirdable price but what do yous think of it.
