Beretta 96 fs convertable to 9mm?

Yes it is. You need a complete slide and barrel assembly and new magazines. I believe that the only difference between the 96 and 92 frame is the little feed ramp for the 96 is a little wider. I know of a few people that have done this and have no problems what so ever. I'm thinking of doing this myself if I find a complete upper for a good price.
 
For sure you can do it with a complete upper--slide, barrel,spring, etc. I've done it, only going the other way--adding a .40sw upper to a 92 fs lower. Works fine. 9mm and .40sw uppers are usually listed on gunbroker.com.

I believe the mags are interchangeable for casual use.

What isn't clear is whether you can just switch the barrels from .40sw to 9mm
and have a workable solution. I'll defer on that one.
