I'd go with a 22-250 with one of the varmint set-ups in a bolt action. I think that you really want a bolt action so you're not having to chase your brass - you said you already reloaded and planned to shoot alot.
.223 is an option too, but not because of milsurp surplus. I find this ammo not very accurate and not very fun compared to bonafide factory offerings or reloads. Still, if you're going to reload and use quality ammo then I'd get one a bolt.
There is a website called 6mmBr I think...if you google it they have articles that compare calibers in each class for long range shooting as well as bullets offered to the reloader. It's very informative.
I have rifles in both 223 (browning a-bolt and ar's) and 22-250 (tikka). If I were shooting all day at prairie dogs I would choose the 22-250.
