Thanks for all of the replies. I forgot to mention that he also has a Kel-Tec PF9, and Mosin Nagant as well.
The 10/22 sounds pretty good. I also like the idea of a Ruger Single Six. Can I get a Single Six for less than $300?

Most of the single sixes listed in the online auctions are going for a bit more than $300.
Check the pawn shops as well as the gun stores in your area. I bet you can find a decent used one pretty close to your price.

Since I don't know your friend, I'll throw out something. 
Maybe a 10/22 and some tech sights. Add a sling and you've got an LTR.
I second Spec Ops, if you get 9x18, get a Mak. Bulgarians should be just under $300. The other option (I'd recommend) is a CZ82, which are now C&R and feel a lot like the Maks.
However, a gift card at the gun shop, or stacks of ammo would eliminate guessing and be a wonderful gift.
