I'm running 1100 fps in a 3.3 inch barrel now. I load 5.0 grains of W-231 under a 115 grain JHP By The Way...This is a rather hot load by Lyman #48 load manual although Sierra lets you go up to 5.3 grains of W-231..USE THIS DATA WITH EXTREME CAUTION...Work up to it slowly...

I voted Tite-Group but there are a couple other powders that are really really good in 9mm like Universal, 4756, and Super Field.

According to Alliant, Power Pistol was designed specificly for the 9mm by the military and is used by some of the commercial manufactures also.
It might not be the best but has to be right at the top.

I used Bullseye and Unique and couldn't get a good grouping load from either.
Guns were a BHP and a Colt Combat Commander 9mm.
I now shoot whatever surplus or commercial ammo I can get for close to $100per thousand.
Less aggravation that way.

I voted for #231. After a number of tests, I've standardized on #231 for all pistol from 9-mm Mak through .45 Colt. Buying in bulk saves me a lot of money and space...

Similarly, I've standardized on milsurp #4895 for everything from .223 through the .30's and 8-mm Mauser.

I chose Power Pistol.
You specifically asked for the best 9mm powder: not the most versitile powder (I use Power Pistol only in 9mm).
You asked for a reason why: If you look at the loading data provided by Alliant, for 115 grain, 125 grain, and 147 grain bullets in 9mm, Power Pistol provides the highest velocity for the loads they list.
That is the reason I bought it for the first time.
When I actually tried it, it performed as advertised, but it also was VERY clean burning. My fired cases looked just like they came from the tumbler.

I have tried pretty much every powder you list and IMO, none of them do what power pistol does.

I do not use this powder for my subsonic loads. For those, I use a powder and data that are not published by the powder manufacturer.
