best semi-auto for under $400

Norinco in China is still making new SKS carbines, but the US is not importing any new small arms from China.

You can find SKS carbines in anywhere from "very good" to "unissued" condition for reasonable prices, though. They may not be much to look at, but neither is an AK.
 
I'd go for a Chinese or Russian SKS. The SKS is much better made than the Saiga. It feels solid and substantial compared to the thinner and cheaper feel of the Saiga.
 
I got my yugo SKS a couple years ago when they were under $100 so I could keep something in my truck that wouldn't be a huge loss if it got stolen. I didn't have really high expectations for it, and so I have only gained more and more respect for it the more I have shot it. I took it out a couple days ago and shot it at 200 and 300 yards for the first time and was staying right on target with the stock iron sights. That was fun. But if you're more into the bump firing kind of fun I'd say you're right to go with the Saiga.
