black powder and hollopoints

can you reliable use black powder to propel a modern style hollowpoint such as a gold dot or EFMJ or power ball to reliably expand on target? Would there even be enough room in a cartridge case to allow for sufficient bp charge to get the require velocity?
I ask because gold dot claims to only need 850 fps to expand, and even the horribly non tacticool 45colt CAS loads will give you 800-1000 fps velocities.
 
If you can get the speed, I don't see how there could be a problem.

However, modern JHPs will be longer than a lead slug of the same weight most likely. This should be taken into consideration.
