My neighbor recently purchased used New Model Blackhawk (.357 / 9mm dual cylinder). Transfer bar is not parallel to frame. Is this normal ? If not, is repair (straightening) possible, or is replacement necessary ? Would Ruger charge for repair ?
Since the slot in the frame is slightly wider then the transfer bar, in some cases the bar can tip a bit. This is normal, and doesn't cause any problems.
Don't worry, just go shoot the revolver and have fun.
What you are seeing is OK. One simple test for fit and function of a transfer bar is (with empty gun) cock hammer, pull trigger and lower hammer all the way down while holding trigger fully to the rear. Now watch the hammer very carefully as you let off of the trigger. It should not move at all. If it moves a little further forward when the trigger is let off it means the transfer bar is a little on the thick side and the hammer is imparting all of its force to the transfer bar and none to the frame step. With a correctly fit transfer bar the hammer force is imparted to the frame step and the transfer bar. If the transfer bar is taking all of the force it will break at some point. It is not a very common problem on Rugers but when they break one this is why.
